This is a well maintained state park. I stayed on a weekday and it was very quiet with many recreational opportunities. I would recommend bringing a good bug spray, the mosquitoes can be very heavy at times. I did a short video of the campground that you can find here: https://youtu.be/tn8sdoyQU2I

Tobyhanna State Park offers an accessible, family-friendly lake loop with easy, mostly gravel trails suitable for beginners and strollers. The park includes a beach, picnic areas, playgrounds, boat rentals and a marina, and campsites by reservation, with staff described as friendly and grounds generally well maintained. Expect tradeoffs: the beach shoreline can be algal and affected by geese droppings, restrooms have room for improvement, and summer weekends may be crowded while weekdays are quieter. Dog owners can use lakeside trails and some shoreline access but should follow beach regulations.
