There is not much competition in the area for full hookup campgrounds so this one is one of the better options. We were unimpressed with the park managers and their overzealous water shutoff policies (predicted low was 37F but they were shutting the water off anyways). Verizon 4G is spotty because you are in a depression; required an amp to get a steady signal. Sites are hit and miss whether they are cramped or not (ours was). Pretty area with trails for hiking or mountain biking. Nice area of the state and city, convenient to Mall of America and St Paul (where we visited family). Paid around $30-$35 per night.
