You are not going here for the sites. The kids area and fun things are all very nice... the sites are way overpriced if they were the only draw. Overall this place is worth the price for a weekend of family fun in season. Verizon 4G was good and the park is close to Yorktown (return trip is a $2 toll) and amenities of civilization. We paid $80 per night but the kid was happy with the water park and games so worth it.

Camp Cardinal RV Resort offers lots for families — planned activities, a pool, an on-site camp store, and convenient access to Busch Gardens/Williamsburg — and staff are frequently described as friendly. However, many guests report significant maintenance and hygiene problems: bathhouses closed or dirty, low or discolored water, mold and plumbing issues in cabins, and unkempt sites (overgrown patios, broken firepits, trash). Several visitors said they had to find off-site showers or buy extra water. If you prioritize family amenities and location, this park may suit you, but expect possible service and sanitation tradeoffs.
